NDIS Registration Update

NDIS Mandatory Registration 2027: Who Must Register and When?

Mandatory registration already applies to SIL providers and NDIS digital platforms. From 1 July 2027 the Government is scheduled to begin expanding it to higher-risk supports such as personal care, daily living and supports in closed settings, with all providers in scope registered by December 2030. Get ready early, with expert help.

SIL deadline passed on 1 October 2026 Expanded rollout begins 1 July 2027

The short answer

  • From 1 July 2027 the Government begins a staged rollout of mandatory registration to higher-risk supports, with all providers in scope registered by December 2030.
  • Whether you need to register depends on the supports you deliver and the detailed list of supports the Government is still to publish.
  • NDIS registration and the new provider enrolment are separate processes.
The Timeline

What Is Changing in NDIS Registration?

The Australian Government is moving the NDIS from a mostly unregistered market to one where providers of higher-risk supports must be registered with the NDIS Quality and Safeguards Commission. The Government says the reform will see 90% of all NDIS payments go to registered providers.

In effect

New NDIS Commission Portal for all new registration applications. Applications submitted earlier finish in the existing portal.

Target for all providers in scope of the new enrolment system to be enrolled.

5
December 2030
Announced

All providers in scope of expanded mandatory registration to be registered.

1 July 2027 is when the rollout starts, not the deadline for every provider. The exact supports covered, start dates and transition deadlines will be set in the final rules, which have not been published yet. The direction is clear, though. Registration involves an independent audit, and preparing your policies, records and evidence takes time. Providers who start now avoid the rush and the risk of having to stop services.

"In effect" means the change is law now. "Expected" means it has been announced but the final NDIS rules and dates are not yet published. Last reviewed: 28 October 2026. Official source: NDIS Quality and Safeguards Commission.

Who Is Affected

Does Mandatory Registration Apply to You?

You are likely to be affected if your business is currently unregistered and delivers any of these supports to NDIS participants:

  • Personal care, such as help with showering, dressing or eating
  • Daily living and household supports
  • Supports delivered in closed settings, such as shared accommodation
  • Supported Independent Living (SIL) Mandatory since 1 July 2026
  • Operating an NDIS digital platform Mandatory since 1 July 2026

Already required today: you must be registered to deliver specialist disability accommodation (SDA), specialist behaviour support, supports to participants with NDIA-managed funding, plan management, SIL, NDIS digital platform services, or to use regulated restrictive practices.

Support coordination: mandatory registration for support coordination is paused while further reform is considered. Specialised support coordination (0132) still needs registration where it applies.

What matters is the support you actually deliver, not what your service agreement calls it. If you are unsure, book a free check and we will review your services with you.
The Process

What NDIS Registration Involves

Six steps from your first question to your Certificate of Registration.

1

Confirm your registration groups

Match the supports you deliver to the right NDIS registration groups.

2

Prepare your policies and records

Policies, procedures, forms and handbooks that meet the NDIS Practice Standards.

3

Apply on the Commission portal

Since 12 October 2026, new applications use the new NDIS Commission Portal (you need a myID). Complete Part 1, then Part 2 with your self-assessment, within 60 days of starting or the application is deleted. See our step-by-step NDIS provider application guide.

4

Choose an approved auditor

Your Initial Scope of Audit shows your audit type and standards. After Part 2, select an NDIS Approved Quality Auditor in the portal and get quotes.

5

Complete your audit

Your registration groups decide the audit type, not your business structure. Any certification group in your application means a certification audit (Stage 1 and Stage 2). Use our NDIS audit checklist to prepare.

6

Commission decision and certificate

The auditor sends a recommendation; the NDIS Commission assesses your suitability and key personnel and makes the decision. Then maintain your conditions of registration and complete any ongoing audits.

Audit Type

Verification or Certification: Which Audit Will You Need?

The NDIS Commission sets the audit type from the registration groups in your application. Sole traders, partnerships and companies follow the same rule.

Verification groups (examples)
0108 Assistance with travel/transport arrangements
0114 Community nursing care
0116 Innovative community participation
0120 Household tasks
0127 Management of funding for supports (plan management)
0128 Therapeutic supports
Certification groups (examples)
0104 High intensity daily personal activities
0107 Assistance with daily personal activities
0115 Daily life tasks in a group or shared living arrangement
0117 Development of daily living and life skills
0125 Participation in community, social and civic activities
0131 SDA, 0132 Specialised support coordination, 0136 Group and centre-based activities
0137 NDIS digital platform service, 0138 Assistance with SIL
  • Sole trader applying for 0107 (daily personal activities): certification audit.
  • Pty Ltd company applying only for 0120 (household tasks): verification audit.
  • Mixed application (for example 0108 + 0120 + 0107): any certification group means a certification audit for the whole application.
  • Some supports also need supplementary modules, for example the SIL module for 0138.
Registration vs Enrolment

NDIS Registration and the New Provider Enrolment: Not the Same

From 1 July 2027 a separate enrolment system starts. Enrolling does not replace registration if your supports require it.

FAQ

NDIS Mandatory Registration: Frequently Asked Questions

When does mandatory NDIS registration start?

It already applies to SIL providers and NDIS digital platforms from 1 July 2026. Rollout to higher-risk supports begins on 1 July 2027, with all providers in scope to be registered by December 2030. Not every provider will need to register by July 2027.

Which supports will need registration from 2027?

The announced expansion covers personal care, daily living supports and supports in closed settings. Final details will be set in the NDIS rules, and we will update this page when they are released.

I'm a sole trader. Do I still need to register?

If you deliver a support that requires registration, yes. Your business structure does not decide the audit: a sole trader applying for a certification group, such as 0107 daily personal activities, needs a certification audit, while a company applying only for verification groups, such as 0120 household tasks, can have a verification audit.

What happens if I don't register in time?

Once a support requires registration and any transition period ends, you may not be able to keep delivering it, and the Commission can take regulatory action. Deadlines for the 2027 stage depend on the final rules. Applying does not by itself allow you to keep delivering a support that requires registration unless a transitional arrangement says so.

How long does NDIS registration take?

It depends on your registration groups, audit type, how ready your documents are, worker screening, auditor availability, any non-conformities and the Commission's assessment. Verification is usually quicker; certification often takes several months. No one can guarantee approval by a set date, so start early.

What is the difference between verification and certification?

Verification applies to lower-risk, less complex supports, whether you are a sole trader, partnership or company. Certification applies to higher-risk, more complex supports and includes a more detailed audit against the NDIS Practice Standards.

Is support coordination included?

Mandatory registration for support coordination is paused while further reform is considered. Existing requirements still apply, for example specialised support coordination (0132) needs registration and a certification audit.

Is provider enrolment the same as registration?

No. Enrolment is a separate NDIA system starting from 1 July 2027 for most providers, with basic identifying information and no audit. If your supports require registration, enrolling does not replace it.

Which portal do I use to apply?

Since 12 October 2026, new applications use the new NDIS Commission Portal. Applications submitted before then are finished in the existing portal. You must complete an application within 60 days of starting it, or it will be deleted and you will need to start again.

Will household task providers need registration?

Daily living supports are part of the announced expansion, but the final rules will set which supports are covered. Do not assume every 0120 household tasks service will require registration until the rules are published.

Can a consultant guarantee my registration?

No. An NDIS Approved Quality Auditor assesses you and only the NDIS Commission can approve or refuse your application. A good consultant makes sure your documents, records and team are ready.
