To deliver Support at Home, you must be registered in Category 4 with the Care management service type, plus any other categories that match the services you plan to offer. Many providers register in Categories 1 and 4 together. Under the single provider model, one registered provider coordinates all of a participant's services and claims the payments. Support at Home providers are audited and must meet Outcome 5.1 (clinical governance) for care management (Aged Care Quality and Safety Commission). Support at Home providers must deliver care management to every participant at least once a month (Department of Health), so your care management systems are central to both registration and day-to-day operations.

"Quality Standards audit: Yes" means the Commission audits you against the strengthened Quality Standards when you register, renew or add that category. The standards that apply depend on the service types you deliver. See the Commission's registration categories guidance.

Do I need to be registered to deliver Support at Home?

Yes. All providers of government-funded aged care must be registered with the Aged Care Quality and Safety Commission. To deliver Support at Home you need, at minimum, registration in Category 4 with the Care management service type.

Which registration category do I need?

It depends on the services you deliver. Most home care businesses need Category 4 (personal and care support in the home or community). Add Category 1 for domestic help, home maintenance, meals or transport, Category 2 for equipment and home modifications, Category 3 for social support and community engagement, and Category 5 if you provide nursing.

Will I be audited?

Applicants for Categories 4, 5 or 6 are audited against the strengthened Aged Care Quality Standards as part of their registration assessment. Category 4 is audited against Standards 1–4, and Support at Home providers delivering care management must also meet Outcome 5.1 (clinical governance). Categories 1 to 3 are not audited against the Quality Standards but must still meet the Statement of Rights and the Aged Care Code of Conduct.

How often must Support at Home care management be delivered?

At least once a month for every participant. For ongoing services, 10% of each participant's quarterly budget is set aside for care management. Care management sits in Category 4, so you need the Care management service type to deliver Support at Home.

Can I deliver Support at Home services without registering myself?

Yes, as an associated provider. An associated provider delivers services on behalf of a registered provider under an agreement, and the registered provider stays responsible for those services and claims the payments. If you want to hold participants, manage their care and claim directly, you need your own registration, including Category 4 with Care management.

Can a sole trader become a registered aged care provider?

Yes. Sole traders, partnerships, companies, cooperatives and incorporated associations can all apply for registration.

Are there registration fees?

Yes. The Aged Care Quality and Safety Commission charges separate fees: an application fee when you apply to register, an audit fee for each audit (Categories 4, 5 and 6), and fees for renewals and some variations, such as adding a category. Amounts depend on your registration categories, and some providers can apply for a full or partial fee waiver. Use the Commission's provider registration fee calculator for current amounts. Our consulting fees are separate from these Commission fees.

I'm a registered NDIS provider. Does that count?

No. NDIS registration and aged care registration are separate, so you need to apply to the Aged Care Quality and Safety Commission. Your existing NDIS policies and systems give you a strong head start, and we can help you adapt them.

What about the Commonwealth Home Support Programme (CHSP)?

CHSP is due to move into Support at Home no earlier than 1 July 2027. Existing CHSP providers have been deemed into registration categories, but should prepare now for the obligations that come with the move.
